The Office of Counsel serves as central staff counsel to the Intermediate Court of Appeals. The Office of Counsel provides memoranda on legal issues, and prepares draft orders and decisions, to assist the Court. The various motions and other matters requiring rulings in cases pending before the Court are presented to the Court through the Office of Counsel.

Lawyers in the Office of Counsel can not provide legal assistance to the general public.
