CHARLESTON, W.Va. – The Intermediate Court of Appeals of West Virginia (ICA) will visit West Liberty University on Tuesday, April 14, to hear an argument docket as part of its ICA On-Campus program. 

The event will begin at 9:30 a.m. in the Elbin Auditorium of College Hall. The Court will hear four cases during the argument docket, with a lunch following in the College Union Ballroom.

Through the ICA On-Campus program, the Court hears an argument docket outside of Charleston twice a year – once in the spring term and once in the fall term – on a college or university campus in West Virginia. 

The event is free and open to the public. In addition to West Liberty University students, students from several high schools in Hancock, Brooke, Ohio and Wetzel counties have also been invited to attend.

Prior to the event, ICA Chief Judge Daniel W. Greear and Court staff visited classrooms to present lectures and lead discussions to help students understand the appellate process and the West Virginia court system.

During Tuesday’s event, students will have the opportunity to witness arguments in real cases pending before the Court and then have an opportunity to question the arguing attorneys. After the argument docket is over, the judges will be available informally to answer general questions about the judiciary.

“Through ICA On-Campus, we are proud to bring the appellate process directly to students at West Liberty University, making the law more visible, more accessible, and more real,” Chief Judge Greear said. “This event will be a great opportunity for West Liberty students and high school students from throughout the Northern Panhandle to see how our state’s judicial branch works.”

“We are honored to host the Intermediate Court of Appeals,” said Dr. Tim Borchers, President of West Liberty University. “This will be a great opportunity not only for our students but for high school students and community members to see how the legal process works.”

“With applicability being a key component of our students’ education, it is important that they be exposed to real-life circumstances that allow them to further understand how theories they are being taught in the classroom are applied,” said Dr. Martin White, Associate Professor of Criminal Justice at West Liberty.

9:30 a.m. – Michael B. Wilber v. Locust Hill Unit Owner’s Association, Inc., Case No. 25-ICA-280

10:15 a.m. – Tessa Warren, individually and in her capacity as Administratrix of the Estate of Kevin M. Warren v. Appalachian Power Company, Case No. 25-ICA-289

11:00 a.m. – Ernest Dale Collins, Jr. v. J. Kevin Koch, M.D., Case No. 25-ICA-285

11:45 a.m. – Samuel Hernandez and Zusmitha Arnesto v. City Hospital, Inc. d/b/a WVU Medicine/Berkeley Medical Center, Case No. 25-ICA-224

12:30 p.m. – Lunch at the College Union Ballroom
