About the Drug Court
The Second Circuit Northern Panhandle Drug Court was started on September 1, 2009, when the Northern Panhandle Drug Court split into two drug courts. It serves Marshall, Wetzel, and Tyler Counties.
The Second Circuit Northern Panhandle Drug Court is a hybrid DWI/drug court. It handles pre-plea, post-plea, probation violation, reentry, and DUI cases.

Circuit Judge David W. Hummel, Jr., is a cum laude graduate of Marshall University with a bachelor’s degree in business management. He attended the University of Oklahoma College of Law, where he graduated with distinction. From 2003 to 2008, when he was elected to the bench, he had a solo law practice at Hummel Law Offices and was an assistant prosecuting attorney in Marshall County. He currently is the youngest Circuit Judge in West Virginia.
Marshall County Magistrate David Buzzard has presided over magistrate court cases in Mental Health Court since 2003 and in Drug Court since 2005. He holds a bachelor’s degree in political science from West Liberty University and a master’s degree in instructional communications from West Virginia University. He served four years in the Air Force, including one year in Vietnam. He has been a magistrate for thirty years in Marshall County.
Jennifer Call has been the acting Drug Court Coordinator/Probation Officer for the Second Circuit Northern Panhandle Drug Court since September 1, 2010. She previously was a probation officer for the First Circuit Northern Panhandle Mental Health Court. She is a graduate of Ohio University and has a bachelor’s degree in psychology. She is pursuing a master’s degree in criminal justice. She has been a probation officer for six years.
